(separated by yangtze river east road). the east side is the abandoned movie theater, the south side is the road and river, and the west side is the disused office building. it is expected to employ 425 people and produce in three shifts with an annual operating time of 8,520 hours.

4. environmental quality of the project area
the environmental quality of the project area is still good
(1) status quo of water environment qualit
based on the current evaluation of water environment quality, it can be seen that the concentration of water quality monitoring factors in all monitoring sections of the yangtze river (zhangjiagang shipaigang sluice ~ zhangjiagang chaodongwei port) can meet the requirements of class iii water quality standard in the standard of surface water environment quality standard (gb3838-2002).
after the project is put into operation, the industrial waste water will be recycled after treatment and will not be discharged. after the domestic sewage is connected to the municipal sewage pipeline, it is discharged by shengke sewage treatment plant in the bonded area after reaching the standard, which has little impact on the water quality of the yangtze river.
(2) status quo of atmospheric environmental quality
the monitoring concentrations of pm10, so2 and tsp in the atmospheric environmental quality monitoring factors in the evaluation area have all met the second-level requirements of environmental air quality standard (gb3095-1996) and met the requirements of environmental quality. the environmental air quality in the evaluation area is basically good.
after the project is put into operation, all pollutants are processed and discharged to the standard, and the emission of pollutants is small. after the prediction and analysis, the pollutants have little impact on the surrounding environment and environmental sensitive protection targets of the project, and the environmental air quality can still maintain the status quo.
(3) status quo of acoustic environment quality
the acoustic environment quality at the project site conforms to the standard requirements of 3 types of acoustic functional areas in the sound environment quality standard (gb3096-2008). after the project is put into operation, the sound environment can still maintain the status quo.
5. feasibility of pollutant emission standard and conformity with regional total control requirements
after project analysis and prediction evaluation, all pollutants in the proposed project can meet the national emission standards after treatment.
industrial waste water is recycled after treatment and is not discharged. domestic sewage can be discharged up to standard after being connected to shengke sewage treatment plant in the bonded area. the total sewage discharge is balanced within the total volume of shengke sewage treatment plant.
the polymerization waste gas of this project is mainly composed of glycol and acetaldehyde in the esterification reaction and condensation reaction stages. the waste gas is discharged from the 15m exhaust cylinder after being condensed and reused. the main pollutants contained in spinning waste gas are steam and non-methane total hydrocarbon volatilized after high temperature heating. the waste gas is filtered by activated carbon filter and discharged into the atmosphere through 15m high exhaust cylinder. the emission concentration can reach the level ii standard of table 2 in the comprehensive emission standard of atmospheric pollutants (gb16297-1996) and the limit value calculated according to the technical method for formulating the local emission standard of atmospheric pollutants (gb/ t13201-91). fuel combustion exhaust gas produced by burning coal-water slurry boiler, mainly contains so2 and dust, the water film dust removal after alkali absorption of various kinds of pollutants concentration can meet the boiler air pollutant emission standard "(gb13271-2001) in table 1, 2, ⅱ time second class standard, by 35 meters high concentrated vent discharge atmospheric. the emission index of air pollutants can be applied to the environmental protection department of zhangjiagang city.
noise of the project shall be subject to sound insulation, vibration reduction, noise elimination and other measures, and then attenuated to the factory boundary to meet the emission standards of environmental noise of the factory boundary of industrial enterprises (gb12348-2008).
the project solid waste treatment and disposal rate reaches 100%, without secondary pollution.
in conclusion, all pollutants can be discharged to the standard after treatment, and the measures are feasible and reliable.
6. clean production level of the project
zhangjiagang xinxin chemical fiber co., ltd. used environmental protection and clean raw and auxiliary materials in the selection of raw and auxiliary materials, water consumption, energy consumption, material consumption are lower than the domestic industry level; adopt the international advanced atmospheric esterification production process and technology, the production equipment for the world's advanced, environmental protection equipment; sewage treatment can achieve continuous and stable standard reuse; exhaust gas can be discharged up to standard after treatment; with the use of clean raw and auxiliary materials and clean energy, the recycling rate of waste water reaches 100%. compared with the clean production technology level of the same industry, it reaches the advanced level of clean production in the same industry in china.
